Roy Lancaster discovered this in Georgia (the country, rather than the US state). A mass of royal blue flowers from around March to May, and then an occasional scattering of flowers throughout the rest of the year.

Evergreen. Spreads gently in a tidy manner. Flowers best in sun, but will grow in shade.
